For any of these OSPs to give any telecom services utilizing the telecom resources, for example, public telecom network, mobile network, digital network, etc., they should be registered with Department of Telecommunication (DOT). The concerned authority for getting OSP license is Telecom Enforcement, Resource and Monitoring (TERM) Cells under the Department of Telecommunications.

The validity of the license is for 20 years and after getting these license entities registered under OSP’s shall submit Annual Return within 6 months from the closure of the financial year.

What are the formalities of an OSP after obtaining the license?

Within 6 months of completion of the financial year, the OSP should submit “Annual Return” to the registering authority. The annual return should indicate the details of the activities of the previous financial year and the status of their continuing the OSP operation. After filing annual return, if active OSP do not submit the annual return for consecutive three years then they shall be considered as dormant and their registration will be cancelled after two years.
