Introduction
A certificate of Origin is an instrument that establishes evidence of the origin of goods imported into any country. This certificate is necessary for exporters to prove where their goods come from and therefore stake their claim to whatever benefits of goods of Indian origin may be eligible for in the country of exports.
In India, certificates of Origin are Issued online through the Common Digital Platform by DGFT on the website of www.coo.dgft.gov.in.
Authorized agencies charge a fee that is prescribed by the DGFT and they provide services relating to the issue of a Certificate of Origin which includes all the details regarding rules of origin, a list of items covered by an agreement, verification, and certification of eligibility.
Types of Certificate of Origin:-
There are two types of Certificates of Origin which are mentioned below –
Preferential Certificate of Origin
Non-Preferential Certificate of Origin
Preferential Certificate of Origin: -
It is certify those goods which are subject to reduced tariffs or exemptions when they are exported to countries extending these privileges. These preferential agreements or arrangements in which prescribe rules of Origin which have to be met for exports to be eligible for tariff preference. A preferential arrangement or scheme under which India is receiving tariff preferences for its exports is:

Non-Preferential Certificate of Origin
The government has also entitled certain agencies to issue the Non-Preferential Certificate of Origin in accordance with Article II of the International Convention which relates to the simplification of Customs formalities, 1923. This Certificate of Origin is evidence origin of goods and does not give any right to preferential tariffs.
The list of agencies authorized to issue Non-Preferential Certificate of Origin is given in Appendix 4C to the Hand Book Procedures Volume I. FIEO is one of the agencies authorized to issue Non-Preferential Certificate of Origin.
FIEO issues Online Non-Preferential Certificate of Origin by two platforms:-

FIEO Certificate of Origin Issuance Platform - https://fieo.upliftindia.com
Exporters required the Non-preferential Certificate of Origin in Manual Mode may visit any agency which is enlisted in Appendix 4C to Hand Book of Procedures Volume I with the following documents:
Details of quantum or origin of inputs or consumables used in the export product.
Two copies of Invoices
In duplicate packing list for a concerned invoice
Before granting Non- Preferential Certificate of Origin that the concerned agency would assure that goods are of Indian Origin according to the general principles governing rules of origin. The certificate would be issued as per the format given in Annexure II to Appendix 4C to the Handbook of the Procedures. It should be assured that no correction or re-type is made on the Certificate.
DOCUMENTS REQUIRED WITH MANUAL APPLICATION
A covering letter to FIEO for the issue of Certificate of Origin or Certification of copies of Invoices or Packing List etc. The letter should also indicate that the information provided in the relevant documents is true and correct.
Up to 9 copies of the Certificate of Origin which is duly completed.
One copy of the Invoice and Packing List for FIEO records has a declaration that gives the following:
"We declare that the goods which are mentioned in this invoice are of Indian Origin and manufacture."
In case, nine copies of invoices are also required to be attested and may be submitted with the above declaration.
